SeaPort-e

SeaPort-e Overview:
The Navy’s electronic platform for acquiring support services in 22 functional areas including: Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders.

  • The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members.
  • SeaPort-e provides an efficient and effective means of contracting for professional support services and enhancing small business participation.

Eligible Users:
The USN’s Virtual SYSCOM (VS) Command to include all NAVSEA, NAVAIR, SPAWAR, and NAVSUP procuring agencies. All US Navy and Marine Corps Commands and Defense Threat Reduction Agency (DTRA).

Engineering, Technical, and Programmatic Support Services such as:

  • Software Engineering
  • RM&A Support
  • Human Factors Engineering
  • CM and QA Support
  • IT Support

  • Acquisition Logistics
  • Supply/Provisioning
  • Training; ISE
  • Installation and Checkout
  • Program Office and Admin Support

How It Works:
In general, customers identify in what Zone the work is to be performed, create their standard solicitation package (less data not needed and covered by the already awarded SeaPort-e contract) and upload through the SeaPort-e portal. Through the portal, the TO RFP is published for competition to those prime contractors qualified in the Zone where the work is to be performed. Prime contractors in that zone submit their proposals through the SeaPort-e portal for evaluation. The Customer evaluates the proposals, and makes an award.
